Suntech ST300R : fixed parsing of GSM CELL field

Assigned headers are supported for suntech protocol. Applicable for the devices that work over universal protocol , e.g. Suntech St4340

Suntech ST3940 and Suntech ST3940B : fixed parsing of PWR_VOLT field for Status, Emergency and Alert reports. Now this field's value is stored into parameter battery.level

Suntech protocol is updated: added parsing of additional fields of ST410ALT report, that are associated with alerts 4 (RF device is lost) and 5 (RF device is recovered).

The fields are registered into the following flespi parameters:

SERIAL_NO - rf.device.serial.number
RSSI - rf.device.signal.rssi

The fields are present only when operating.mode.enum parameter is 4 or 5.

The update is applicable for Suntech ST410 device type
