The article you refer to describes how to connect your Teltonika device to flespi channel, and receive parsed JSON messages from flespi API. The messages will contain position.latitude and position.longitude parameters parsed from binary Teltonika packets and represented in degrees for your convenience:
"position.latitude": 54.6872,
"position.longitude": 25.2797,
You won't need to worry about how the parse degrees, minutes, seconds from -871850366 any more.
