We fixed an issue with message filtering that caused a stream to report device messages more often than 5 seconds. Added a new log message for each device that sends messages.

Stream logs were rebuilt. Now, a log is registered for each message received by the stream. If the message was not sent, the log contains the reason.

Also, the stream can now send historical messages.

The stream now delivers messages at the full rate the e-TOLL system allows (10000 messages per 60 seconds). A backlog of queued messages is drained much faster, and normal traffic reaches e-TOLL with lower delay.
The batch size is adjusted automatically to the share of messages that pass the e-TOLL validation rules, so a whole request is filled even when most messages are filtered out.
A message with an altitude outside the range accepted by e-TOLL no longer causes the whole batch to be rejected. Altitude is an optional field, so it is now omitted for such a message instead.
Fixed satellitesForFix being sent unchanged when the device reported a non-numeric satellites value.

Added the "Minimum message interval" stream setting: the minimum number of seconds between two consecutive location points of the same device. Messages that arrive earlier than that are skipped. The default is 5 seconds, and lower values are not allowed because e-TOLL accepts no more than one location point per 5 seconds. Raise it to send location points less frequently
