VishwanathBC flespi parses messages from devices in the way described in the protocol. So if devices sends a single message with tracking data - flespi stores it. Then device sends second message with OBD data - flespi stores it into another message with another timestamp.
There are several approaches for your problem to be solved. I think that the easiest one is to use pipe-cache-params channel. It is made to be used in such situations as yours. You can read about it in appropriate topic
Another option is to use telemetry - the last state of each parameter is stored in appropriate storage and can be received over REST API or MQTT. So as soon as you receive message without lat-lon data you can get its last values from Telemetry.
